Is this a case of an antivirus program trying to meddle with everything and accidentally wrecking things?

There's not enough information here for me to figure out what's going on. Any ideas for debugging it, folks?

I don't know what happened, but it's working now. Tor has been updated to 7.0.8 and I can start it with no problems. Finally.

I suggest closing, since it's been seven months, and maybe it was a bug with mingw, or maybe it was antivirus, but that version of Tor (whatever it was) is no longer the latest version of Tor.
