There is no makexpi.sh anymore to build HTTPS-Everywhere

We need to switch to the new make.xpi which came with the update to 2017.10.30 in order to build HTTPS-Everywhere.

Fixed in commit b07c02f2b218dbdd6de80b1e23cfa164d3735b93 on maint-7.0. The fix for the nightlies and alphas will be in #10394 (moved).
