Based on #24120, I think we would have many happier people if we figured out what is special about GRP_admin from a spam prevention standpoint in trac's configuration, and do those things for the people in GRP_devel too.

TRAC_ADMIN is kind of root of a trac system. So this user has all the permissions which are existing. I assume that one of the permissions from is relevant here. We would need to test if this is the case and wich is relevant.

Funny thing is [1] is always editable and [2] return "max links" error.
Clearly [1] has too many links than [2]. Why?

This caused some trouble for me too. I added Tor Metrics links in bulk over at our wiki page for default bridges. I ended up adding four or five at a time, to make Trac believe I'm human. * links should probably be exempt from Trac's anti-spam feature.
