Description

This would allow consensus-health to display expiry information for dirauths as well as allow tools to send notifications to relay ops who signed up for that in our effort to better support them. Only issue I can see is that we might not want to expose whether someone is using an offline key or not

This should be opt-in. We should not publish it without the operator explicitly setting a torrc option.

For relay operators this is not the expiry of the identity key but of the signing key.
