Name R, sql, and python scripts consistently and apply style guidelines, which partially might need to be defined.

This ticket was written at a time when we still had R and Python scripts as part of the daily updater. As of late 2018 the daily updater is Java-only, and the classes there are both consistently named and automatically style-checked. Nothing to be done here. Closing as already fixed.
