Description

Based on my analysis in #23170, onion service directories should be much more reliable when the services make sure that they have all (or nearly all) the hsdirs' descriptors before they upload.

Currently, services won't upload until they have a live consensus and router_have_minimum_dir_info() which means I believe 60% of all the relay descriptors.

We might want to bump that limit for services I guess considering the table in #23170 or 40% of missing descriptors falls under "acceptable" ?

I think it's 60% of the paths, which works out to something like 85% of the descriptors. But I think that isn't enough for publishing onion services.
