Is Moat planned to be included in the stable Tor Browser release based on Firefox 52.7 on 2018-03-13? Otherwise, what is your best best? I am asking since there's some work needed on Tails' side (e.g. clearnet DNS resolution which otherwise is completely blocked) so we need to coordinate.

No, in the related alpha bundles. Moat is a big feature so I am not sure about backporting it to the 7.5 series. It's currently not planned at least. I estimate it will be available in Tor Browser 8.0 which is supposed to get out at the end of August.
