I've checked this ticket: https://trac.torproject.org/projects/tor/ticket/22159
It marked fixed at branch 0.3.1, My tor version is 0.3.2.6-alpha-dev.
It looks like there's still a problem.

I build a new version: Tor version 0.3.3.0-alpha-dev.
The same issue

When i clean the files at c:\users\administrator\AppData\Roaming\Tor,the warning disappear and works

When i clean the files at c:\users\administrator\AppData\Roaming\Tor,the warning disappear and works

Try https://dist.torproject.org/tor-0.3.2.8-rc.tar.gz and see if that fixes the issue.
