#24955 new defect

exit selection biases appear to result when very-long ExcludeExitNodes list is in effect

Description

I often view the paths selected while browsing and have noticed the the same exits selected over-and-over, while similarly rated exits are never selected. Detecting strong biases from casual observation, seems to me something's awry.

. . .possibly this is a bug in ExcludeExitNodes country filtering, which I have enabled. The exits I never see are not in the country exclusion and are correct in geoip. I'll disable the country exclusions to find out. . .

removed country filters and ran a test with looped curl with random socks auth user/pass pair; still see strong biases in exit selection and a handful of fast exits which are never chosen

Summary: path selection biases toward same exitsexit selection biases appear to result when very-long ExcludeExitNodes list is in effect

had a near-maximum-length list of ExcludeExitNodes with many dead-relay fingerprints on it; trimmed the list to about 15 entries (retaining CC entries) and the bias/exclusion appears to have diminished or been eliminated
