Description

We'll need to write some SQL to reassign the bridges and there should probably be a script to do this, since "dumping them into another distributor" is why they were ostensibly put in reserve in the first place.

I ran the script in production after killing the bridgedb pid, and it transferred 42044 bridges (!!!) to moat.

The "42044" part is because, apparently, we've been keeping all the unallocated bridges since 2008 or so. Which, yikes. The good news is that BridgeDB appears to have handled this just fine, and is only utilising the subset of those 42044 which the Bridge Authority says are running (~350 bridges, many of which are unfortunately misconfigured, and the misconfigured ones appear to have been rejected for distribution by BridgeDB).
