proxy-go needs to relax between polls

The JavaScript proxy has DEFAULT_BROKER_POLL_INTERVAL, but there's nothing like that in proxy-go. The standalone broker is getting 2 to 5 /proxy requests per second from the 3 round-the-clock proxy-go instances.
