We had a ticket for this (#24200 (moved)) but Isabela closed it :)
We could use some feedback from the UX team and/or from real users, but "might be needed" certainly seems like an improvement to me. Does anyone want to volunteer to lead a process for improving the text or should we just do the simple thing and implement Roger's suggested change?
For the record, the question and explanatory text that previously appeared on the wizard screen (prior to Tor Browser 7.5) was:
Does this computer need to use a local proxy to access the Internet?
o Yes
o No
In most cases a local proxy is not needed, but it may be required when connecting through a company, school, or university network.
