Find an alternative to MaxMind's GeoLite2 City database

Description

As announced by MaxMind, starting "in 2019, latitude and longitude coordinates in the GeoLite2 databases will be removed."

We're currently including that information in "latitude" and "Longitude" fields of details documents. I don't know exactly which clients are using it, but I believe Metrics Bot does.

We can do two things: ignore this and just leave those fields blank starting in 2019, or switch to another provider of this information, for example https://www.ip2location.com/. Still ~9 months to make a decision and implement it.

Note that this does not affect the GeoLite2 Country database that we're processing and shipping with the Tor daemon.

metrics-bot currently does not use latitude and longitude, only the country code, but there are clients using the information including Tor Map and a (not yet merged) leaflet.js map and (also not yet merged) Relay Search map (for individual relays, not aggregated by country).

One potential alternative would be to perform lookups on regions/cities via the Geonames API.

I do wonder however if they are removing the lat/long because the accuracy on region/city level isn't as good as it needs to be for them to provide that data in a useful way.

Note: After careful consideration, taking into account customer feedback, we have decided against removing latitude and longitude coordinates from the GeoLite2 databases.* We are in the process of reviewing coordinates used in all of our GeoLite2 and GeoIP databases to ensure there is no risk of misuse.
