::/128 is not the IPv6 equivalent of 0.0.0.0/0

Description

The man page of tor states that "::/128" is the IPv6 equivalent of IPv4's "0.0.0.0/0" and that is not correct.

The equivalent of "0.0.0.0/0" in IPv6 is "::/0"

The IPv4 equivalent of "::/128" would be "0.0.0.0/32".

Thanks, that fixes it.

I've put this ticket in 0.3.3 because that release is still open to documentation fixes.
