Replace usage of `intl.locale.matchOS` in tor-browser's build script

intl.locale.matchOS is not anymore (see the respective Torbutton change in #26100 (moved)), we need to replace it in tor-browser's build script.

added TorBrowserTeam201806R component::applications/tor browser ff60-esr owner::tbb-team priority::medium resolution::fixed severity::normal status::closed type::defect labels
