dir-spec: update descriptor on bandwidth changes only when uptime is less than a day
As commented in https://trac.torproject.org/projects/tor/ticket/24104#comment:19, after changes to the code, the spec should be updated

Thanks, this change looks good.
In #23856 (moved), we changed the "20 mins by default" minimum to "3 hours by default".
Can you make that change, then make this ticket merge_ready?
