Can not set up a hidden service on Windows 10

Description

On Tor version 0.3.2.10 and Windows10 version 1803 (build 17134.81), can not start when
HiddenServiceDir C:\Windows\ServiceProfiles\NetworkService\Documents\Tor\sshd\
HiddenServicePort 22 127.0.0.1:22
is added to torrc. Nothing is output to the log.
Windows Service says "An exception occurred in the service when handling the control request".

Can you maybe provide a bit more logging by using this in your torrc file?

Sorry, when HiddenServiceDir and HiddenServicePort are set, tor.log is not generated or output.
Before that, you can not start the service normally.
