Disable using UNC paths via preference

Mozilla fixed bug 1413868 for us and we should set network.file.disable_unc_paths to true to enable that feature in our releases.

This looks good to me. I'm not in cc to bug 1413868, but I see commits a00c8760688e7b13dee6f8f8f7783a1f810e3e74 and 8576ec941203b8e0cc2436b257c0fb8b81c0fb3b are adding this pref that we want to set to true.
