Set MAR_OLD_FORMAT=1 in dmg2mar

In #26362 (moved) we set MAR_OLD_FORMAT=1 in the Makefile on the parts where we generate incrementals. However we forgot to add it on the part where we convert the dmg to mar files.

added TorBrowserTeam201806R component::applications/tor browser owner::tbb-team priority::very high resolution::fixed severity::normal status::closed type::defect labels
