NetinfoCell doesn't preserve unused content during unpacking

NetinfoCell currently doesn't unpack the content remainder (after addresses) correctly into the unused field, instead always populating it with b''.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
