Appveyor: always log the compiler version

Diagnostic for #27389 (moved).

changed milestone to %Tor: 0.3.5.x-final

added 034-backport component::core tor/tor milestone::Tor: 0.3.5.x-final owner::teor parent::27389 priority::medium resolution::implemented severity::normal status::closed type::enhancement labels

The compiler version and path are always shown.

The logs are shown on failure (#27430 (moved)). Since config.log is too big, we tail the last 1000 lines. The full config.log and test-suite.log are also zipped and stored as a build artifact.
