Perform experiments to determine optimal circuit build timeout cutoff

We need to perform a series of experiments to determine the optimal cbtquantile cutoff value that we're comfortable with using on the real network. Something like 50, 60, 70, and 80. We then need to observe the behavior of the torperf clients.
