Unfortunately I can't provide a reproducer because arm was running for a while and I saw that message after closing it.

Ug, that's annoying. There was a common syshook exception in 1.4.0 that has been addressed (though was a real pita to track down). This stack trace is purely within TorCtl and I'll try updating its version for the next release, but without a repro case we won't be able to find the root cause (or if its been fixed).

This type of exception is raised while shutting down (and doesn't hurt anything - it's just noisy). Did you quit by pressing 'q' or using ctrl+c?

Pending the next release.
