Description

Depends on #28203, which logs bootstrap progress.

It looks like there are a lot of race conditions in chutney and tor. We can eliminate most of these race conditions by launching a single authority, and seeing if it bootstraps reliably. Then we can narrow down the source of chutney's instability.
