Document Torbutton + Firefox bounties

We need to figure out where/how to to document bounties for fixing our Firefox bugs, and potential Torbutton exploit+fix bounties.

The potential exploit bounties are documented on our internal mailinglist.. The Firefox bounties will be a function of points, which should be entered when I complete my iteration report.

Ok, these are entered as best I can at this stage in #2871 (closed).

I created #2951 (closed) to review the source code for some components to get better estimates.
