Stop having to edit changelog on every bug/feature

It generates merge conflicts. Instead, edit changelog only on new releases. If there are too many commits on new releases, we can start having changes files as Core Tor does.

I think you'll want this in the next release.

Also, if you're trying to reconstruct changelogs from tickets and commit messages, you'll need good commit messages that reference the ticket number.
