Description

We should create a spec for the bw authorities. We have proposals 160 and 161, but they are a little old and don't describe exactly how the system works now:

See attached first draft. My plan is to split the document roughly into 1) what bwauthority.py does and 2) what aggregate.py does. I somewhat finished 1), but have too many open questions to continue with 2). Mike, can you have a look at the draft and make corrections and/or answer some of my questions?

This is done. It needs a home. I dislike just dumping it in the torflow root. Either NetworkScanners/BwAuthority/ or torspec.git?
