Description

When I am using Tor Browser, and then close my laptop, and then re-open the laptop, say, 1 hour later, then reloading a page or opening a new page seems to take a long time (on the order of 10 seconds or more). My guess is that all the circuits from before the laptop was closed are no longer working, but Tor isn't standing up fresh circuits as soon as the computer wakes up.

I experience hangs of longer than 10 seconds when I change wi-fi, for example. My workaround is to enable or disable obfs4 (change it to the opposite of its current state), then open a new tab with a domain different from all the existing tabs. That seems to cause all the other tabs to "wake up" simultaneously.

Can somebody try this out with tor running at a verbose logging severity, to confirm or disconfirm the theories above?
