We can work on drafts in this ticket.

Any maintainer can merge to any release. The "primary" stable release maintainers are the people who usually make backport decisions and do merges.

Whatever we do, I would like us also to update Maintaining.md. Personally, I don't think our wiki is usable and probably used by a small subset of people. Thus keeping that information in the repository is logical and most likely to be seen/noticed.
