Evaluate the reusability of existing TorDNSEL application

It is possible that we may be able to reuse parts of the existing TorDNSEL application. If so, we would only need to update it to consume the new exit list format.

I don't know Twisted that well, so it would take time to figure out what is going on in the DNS server part of TorBEL.

For now I'm going to mostly ignore the DNS server part, and then later we can look at how to serve a DNSBL based on exit lists. Making everything part of the same application isn't going to help maintenance.

We're going to replace this with a PowerDNS based system instead.
