But about the problematic layout that now exists, in general, the CSS
media rule mixes all types of screens together regardless of
orientation, aspect ratio or size.  So mobile and multi-screen desktops
all fall under the 'all' or 'screen' values.

We use the media queries from boothstrap and we do not change that. We support everything that boothstrap supports.

Well, yes, but maybe boothstrap is mixing those things up then and we should not do that? (I have not checked the bug myself but if the report is true, then I concur with that being a bug we need to fix)
