#30060 new defect

Work out how (and where) to test chutney's coverage of tor

Description

We can't run test-network --coverage in chutney's CI, because we don't have any precompiled coverage binaries.

But we might not want to test it in Tor's CI, because we want unit test coverage for Tor. (And not unit test + chutney or chutney-only coverage.)
