maintain dropbear authkeys in puppet

currently we maintain /etc/dropbear-initramfs/authorized_keys manually on applicable hosts. That does not scale.

added component::internal services/tor sysadmin team owner::tpa priority::medium resolution::fixed severity::normal status::closed type::defect labels

i believe i might have fixed this in the hiera cleanup, when i moved the ssh keys into hiera. or are we talking about something else? see e8388a8ee78963ff2f225c47c54e241f0a570313 and following...

i think this is done.
