Remove torbutton and win32 directories from dist.tpo

Description

I think we should remove the two following directories:
https://dist.torproject.org/torbutton/
https://dist.torproject.org/win32/

The torbutton directory contains an old version of torbutton. Downloading this version of torbutton and using it is probably not a good idea.

The win32 directory contains a old version of Tor for Windows, which should probably not be used anymore. Instead Windows users should use the "expert bundle" which can be found in the torbrowser directory.

Both of these sound fine to me to remove.

(They are still on archive.torproject.org right? Meaning we aren't actually losing them from the world?)

It seems like longer term, the dist team should come up with a policy of what stays on dist, and what gets deleted (but still kept on archive) to keep dist unconfusing to people. Especially since we're pointing more people directly to dist now that our new website doesn't link to some of the things.

Yes.

Having a clear policy for this sounds like a good idea. The current policy for the Tor Browser directory is that we only keep the latest two stable and alpha releases (mainly because there is not enough space to keep more), but the policy seems to be different in the other directories.

boklm: I encourage you to (1) establish a policy that is convenient for you, write it down in a few sentences, and (2) take a look at who else seems to be using dist and see if they like your proposed policy.
