Description

We should do this anyway to simplify Tor's test-networks-all logic, but it will be helpful in order to have PT tests that can check whether the right PTs are installed.

It gives chutney the ability to detect missing ipv6, missing tor-stable, missing tor-gencert. It also refactors some code a bit. If #30452 is merged, it also detects directory authorities built with a missing dirauth module.
