Update text for safer security level to include WebGL

We should make it explicit that WebGL is click-to-play on medium level (as it had been) already.

bug_30464 (https://gitweb.torproject.org/user/gk/torbutton.git/commit/?h=bug_30464&id=f4836d963fb71af377d6834a6a2bd58663afbac8) in my Torbutton repo has the change. It is a bit unfortunate that we need to duplicate the strings as we use .properties on desktop and .dtd on mobile but maybe that's something we can think about during #10760 (moved).
