Remove monthly giving banner from Tor Browser

We should remove the monthly giving banner from Tor Browser with the next release: 8.5.5 (ESR 60.9) happening around 2019.09.03.

added TorBrowserTeam201908R component::applications/tor browser owner::tbb-team priority::high resolution::fixed severity::normal status::closed type::task labels

Planned for the upcoming releases.

Looks good and merged as commit 0928f38e17224cf67d3059d1656f41a89f142450 on maint-2.1. Care to give a branch which would remove the banner in the next alpha, too? (i.e. a branch for master)
