In #31542 we broke IPv6Traffic. Let's add tests to make sure we don't break it again.

If this bug existed in 0.4.0 and 0.4.1, it's not new. So there is unlikely to be a quick fix. And we don't need to fix it in 0.4.2.

We haven't selected a GSOC or Outreachy applicant yet.
