is this a performance issue? when you say "hanging", what do you mean? you seem to say you got a message saying your ticket was not submitted, what was the exact error message?
we worked on improving the performance of trac in #29672 (moved), but there might be some problems remaining. in general, reloading the page fixes the problem...
