Backport fix for bug 1554805
The first-party isolation of permissions has caused quite some regressions. We should try to get the fix for https://bugzilla.mozilla.org/show_bug.cgi?id=1554805 into 9.0

It seems easy enough to backport the small change, so I gave it a try. I omitted the tests, though, as they contained conflicts implying that we might want to backport another fix as well. That did not seem to be worth the complexity, though.Trac:
