The first-party isolation of permissions has caused quite some regressions. We should try to get the fix for https://bugzilla.mozilla.org/show_bug.cgi?id=1554805 into 9.0

bug_31811 (https://gitweb.torproject.org/user/gk/tor-browser.git/commit/?h=bug_31811&id=e0975eec7ca6e9d02960dca4d0f4545c6f08124c) has a cherry-pick for the landed fix up for review. It seems easy enough to backport the small change, so I gave it a try. I omitted the tests, though, as they contained conflicts implying that we might want to backport another fix as well. That did not seem to be worth the complexity, though.
