Description

Tor suddenly gave error message it can be started.
Norton Internet security, Windows XP is the background. Upgraded to the latest TOR from the official website, got the very same message.

The same error was reported earlier (eg. in ticket #1523) but I do not see recommended action. I guess people de-installs TOR to get rid of the annoying message. Anyway, I installed the latest version as a reasonable measure.

tor-browser-1.3.24_en_US.exe downloaded as part of the recommended bundle, installed on the top of v 1.2

The experimental version is resulting the same error as the earlier, well-working one. I guess somebody is intentionally blocking TOR and this hinder is distributed with automatic updates either in Windows or by Symantec Norton. Am I suspicious enough?

Setting a milestone for this one, but I'm generally stumped. Does anybody have any ideas about how to solve this?

I think our typical guess here is that antivirus stuff opens Tor's files at unpredictable times, and Tor totally isn't prepared for random things opening and closing the files that it expected to be the only one using.
