Default download action

The default download action is to 'OPEN' a file. as demonstrated in the screenshot below, this can lead to inadvertently opening malicious documents, and executables, please change this to 'DOWNLOAD'

Make it to open in a web service inside the Tor Browser - that's a big deal!

But you are getting a big warning the first time your try to download e.g. a .doc file, right? If so, that's behaving as intended. If not, please reopen this bug.
