Description

I downloaded the recent copy of Tor Browser and it executed fine. (I'm running the most recent version of Windows 10 on a desktop.)
However, when I try to initiate a session from either the shortcut or directly form the EXE, I get the message - "Tor browser does not have permission to access the profile. Please adjust your file system permissions and try gain."

I don't know the PROFILE which the message is referring and therefore cannot address the required change.

What is the PROFILE in question and what file services need changes?

Do you have "Controlled folder access" enabled on your Windows system? (see: https://www.windowscentral.com/how-enable-controlled-folder-access-windows-10-fall-creators-update) Tor Browser is currently not compatible with it when installed to your desktop. See: #30976.
