Description

One of #2355's patches implies that you can reuse old circuits after you setconf a bridge. I just confirmed it on my Tor client.

(This is #1090 related too.)

That's a pretty heavy mallet we're using there. It seems trivially correct, though. Feel free to merge if you still like it

I agree that it's a heavy mallet. But I figured we're already wielding the mallet in the 'entrynode' case, so what's one more. I opened #3217 if we want to do something more delicate in 0.2.3.x.
