After you setconf a bridge you can still reuse old circuits

One of #2355 (moved)'s patches implies that you can reuse old circuits after you setconf a bridge. I just confirmed it on my Tor client.

I agree that it's a heavy mallet. But I figured we're already wielding the mallet in the 'entrynode' case, so what's one more. I opened #3217 (moved) if we want to do something more delicate in 0.2.3.x.
