tor-browser-build license is unclear

Description

Currently, the tor-browser-build repo doesn't include a LICENSE or COPYING file, and AFAICT none of the accompanying documentation specifies a license either. This is problematic, since an unspecified license is legally equivalent to a non-free "All Rights Reserved" license, which I assume isn't The Tor Project's intent. Can a LICENSE or COPYING file be added to the root of the tor-browser-build repo, so that users and potential contributors don't have to worry that they may be inadvertently violating the unclear license?

For the record, I asked Georg about this, and he confirmed that this is not intentional and should be straightforward to fix.

Hrm. As I understand it, we can't claim "Tor Browser" is licensed under the 3-clause BSD license. MPL 2.0 is the license for the browser pieces (including Tor's modifications).

My believe Jeremy was only referring to tor-browser-build, so directly placing the 3-clause BSD license in LICENSE would be good enough.
