I downloaded the Tor Browser 9.0 from https://www.torproject.org/download/ and installed it on Windows 10 Pro 1903

When I started the installer the default installation directory was "C:\Users\matt\Desktop\Tor Browser"

This is a defect, applications should not install onto the desktop by default. They should install into "C:\Program Files".

I searched the for this bug in trac.torproject.org but did not find reference to it. Since this seems like an obvious bug I have to ask if I am missing something?

The Version drop down on the new bug page does not have any versions for the tor browser. Should I file this bug someplace different?

I think I agree with you that the Desktop is not the best place at least not nowadays anymore. I am not sure whether C:\Program Files is the one we should pick instead, though. I actually don't think so as we want to make it easy to remove the whole bundle by a user on the system without leaving any trace.

That said we have a ticket for getting a decoupling from the user data directory and the application directory implemented: #18367. I'll duplicate yours over as we very likely need to find a better location for the directories when working on that bug anyway.

For the Version drop down: this is used differently from team to team. The Tor Browser team does not use it, so this is fine and does not need a bug.
