Description

our new-machine checklist includes

* fix `/etc/aliases`:

        ( ! grep '^root:' /etc/aliases && echo 'root: torproject-admin@torproject.org' >> /etc/aliases ) &&
        sed -i -e 's/^root:.*/root: torproject-admin@torproject.org/' /etc/aliases && newaliases

This should probably just move into puppet.

almost the entirety of this document needs to be put in Puppet, to be honest. this is part of automating the install further (#31239)...

but yes, it's a good first step, and necessary to ensure to change the target of those root emails globally, e.g. #31242.

done through a bunch of commits in puppet and update the procedure to remove that stage.

this actually ended up causing some troubles with RT in #33314. it's possible we get more mails this way but in the case of RT, it's good because it's spotted a problem we weren't aware of (growing /var/mail)...
