Add state file support to test_parseconf.sh

Currently, test_parseconf.sh reads options from the cmdline file, default options file, and torrc.

I'd also like to see state file support.

This ticket is not a high priority, unless we refactor a lot of state code.

test_parseconf relies on --validate-config and --dump-config, neither of which exists for state; we'd need to implement them, I suppose.

I was hoping to have an option that parses and dumps config and state at the same time. There are lots of interactions between state and config.

So in that case, we'd need to allow --verify-config --verify-state and --dump-config --dump-state?

(The standard state paths should be enough if we set a DataDir. So we won't need more options to set state paths.)
