Bump Go to the latest version in the 1.12 series

We ship an older Go version in the 1.12 series and should pick up a newer one with all the security fixes.

added TorBrowserTeam201911R component::applications/tor browser owner::tbb-team points::0.1 priority::medium resolution::fixed severity::normal status::closed tbb-backported tbb-rbm type::defect labels

That's fixed on tor-browser-build's master (commit d71e357c70606afd1c3bbbc41161be833ed62c93) and something we should backport.
