Enhance TBB GUI Torrc

Ability to edit torrc TBB. Add custom section in configure with text to configure every availible value in torrc in TORRC Documentation.

My initial reaction is to resolve this as "won't fix". On our desktop platforms, advanced users can already find and edit torrc directly. Making this really easy for naive users will provide them with a dangerous footgun.

I agree we probably don't want to add every single option. We may want to evaluate whether there are any options that it makes sense to expose through the Tor Preferences in the browser.
